California woman discovers she's the surrogate for Chinese billionaire who allegedly has 300 kids already

Surrogacy Scandal

A California surrogate says she had no idea who she was really carrying a baby for — until reporters told her. The woman, identified only as "Judy," told CBS News she'd been matched through an agency after answering a $120,000 Instagram ad, only to later learn the intended father is Xu Bo, the reclusive 48-year-old founder of Chinese gaming company Duoyi.

Pulptastic

That's where the story gets wild. Xu's ex-girlfriend claims on Chinese social media that he has 300 children spread across multiple properties in different countries. Xu's own company disputes the 300 number but admits the real count is "only a little over 100." Either way, that's a lot of kids for one guy.

It's not just a numbers game, either. Court records show Xu told a judge he hoped to father 20 or more U.S.-born sons specifically — because he considers boys superior — to eventually take over his business. A California judge shot down his bid for parental rights over the unborn children in 2023, leaving them in legal limbo. Many of the kids reportedly live in an Irvine, California home, raised by nannies while they wait to be sent to China.

Judy says she's tried repeatedly to meet the father of the child she's carrying — no luck so far. Her complaint isn't really about Xu; it's about the agency that matched her without telling her any of this upfront.

The takeaway: commercial surrogacy in the U.S. has almost no rules stopping one person from doing this at scale, and the agencies in the middle aren't required to disclose much of anything to the women carrying the babies. That's the gap this story is really exposing.
